Developing and Updating ITS Processes, Standards and Protocols

SENER has developed the ITS Protocols for the Secretariat of Communications and Transportation in Mexico.
SENER has developed the Agenda for the development and updating of the processes, standards and protocols of intelligent transportation systems in Mexico, for the Secretariat of Communications and Transportation (SCT), in order to indicate the necessary guidelines for the integration and interoperability of ITS systems between different operators.
Beyond the technical aspects, the aim has been to develop systems that smooth the progress of achieving integration and interoperability among the country’s various roads along the major corridors, whether operated by private concessionaires, the federal government, state or municipal governments. It was also necessary to coordinate with other ITS projects in progress: ITS Strategic Plan, Infoviaje, etc.
As a result of this agreement, several documents have been issued, and the following may be considered: analysis of ITS systems and standards, processes and procedures manual for the definition of standards and protocols, proposal for the organizational structure and institutional design, set of standards and protocols for ITS communication devices used in Mexico, design of the transition, plan for the implementation of standards and protocols in a pilot corridor.
In 2011, SENER was awarded the second part of the works to adapt the SCT protocol rules and ITS equipment under the supervision of the SCT and the Mexican Institute of Transport (IMT). SENER was also the consultant who wrote the modernization of the electronic toll collection systems for the SCT.
SENER has developed reports on standards, protocols, regulations, systems and ITS devices. Procedures to ensure interoperability of ITS in the national highway system. Technical Proposal of Governance Structure and Institutional Design. Documentation for the publication of the specifications as SCT regulations. Planning for the transition phase towards the establishment of SCT norms for ITS. Updating the Program for Processes, Standards and Protocols of ITS in Mexico.
Upgrading of existing Toll Systems: analysis of the Conventional Toll, Stakeholders’ Characterization, Responsibilities and Roles, analysis of the different technologies of Electronic Toll Collection systems and Roll-out Plan.
